过去一段时间，美国在国际上奉行“本国优先”，大搞毁约退群，严重损害了多边主义，削弱了以联合国为核心的国际体系。美国务卿在此次安理会高级别会议上也承认，美近年一些行为可能削弱了国际秩序，并使一些国家产生质疑。
In the past years, the US followed an "America first" approach, withdrawing from deals and organizations. This has severely undermined multilateralism and undercut UN-centered international system. As admitted by the US State Secretary at the meeting, some of US actions in recent years have undermined the rules-based order and led others to question whether the US is still committed to it.
美方最近多次表明愿重返多边机构和多边协议，履行多边义务。但是我们看到美方其实还是在以多边主义之名行霸权主义之实。我们希望美方说到做到，言行一致，不要热衷于搞集团政治、搞小圈子，希望美方切实恪守对联合国宪章宗旨和原则的庄严承诺，维护以联合国为核心的国际体系，维护以国际法为基础的国际秩序，切实践行真正的多边主义。
Recently, the US has said on many occasions it is ready to come back to multilateral institutions and agreements, and fulfill multilateral obligations. However, what we are seeing is the US seeking hegemonism in the name of multilateralism. We hope it can honor words with deeds. Instead of being obsessed with bloc politics and forming exclusive cliques, the US should earnestly fulfill its solemn commitment to the purposes and principles of the UN Charter, uphold UN-centered international system and safeguard international order based on international law and honestly practice multilateralism.
